Center of integrated engineering survey on railway “ROSZhELDORIZYSKANIYA”
Managerial improvement is connected with cost optimization, quality improvement and term reduction for all types of work related to capital construction, repair and restoration of infrastructure facilities of the Open Joint-Stock Company “Russian Railways”.
The following factors have an influence on the term and quality of infrastructure facilities design: systems, techniques and methods of integrated engineering survey and work on budgeted cost calculation. Alteration of quality management systems of integrated engineering survey demands an introduction of new methods and quality systems based on the following principles:
- arrangement of centralized internal quality control of the survey;
- control over decrease of unit costs of the integrated survey;
- application of innovative methods aimed at quality improvement and reduction of work term;
- management responsibility for arrangement of survey, design work, estimation work, receipt of initial permit documentation within the term providing synchronization of construction and restoration stages.
In compliance with the basic tasks set forth before the Open Joint-Stock Company “Russian Railways” and related to improvement of investment management efficiency and organizational and technical transformations in the field of integrated survey for capital construction on railway a Center of integrated engineering survey on railway (Roszheldorizyskaniya) was established within the structure of the Open Joint-Stock Company “Russian Railways” in February in 2009.
Main tasks of the Center are the following:
- arrangement, coordination and monitoring of fulfillment of integrated engineering survey by subdivisions of the Company and specialized contracting agencies using state-of-the art Russian and foreign developments to design capital construction, repair and restoration of infrastructure railway facilities;
- elaboration, management and monitoring of data bases, including geospatial data bases and meta data bases, creation of the corporative fund of spatial data based on central storage of the data for previous years concerning performed design work, diagnostic studies, track digital model using distributed system of spatial data base;
- elaboration, approval and introduction of normative documents, process requirements, standards and survey design methods, including development and application of satellite-based, geo-information and other innovative technologies.
Work being carried out:
• arrangement of engineering survey with use of new technologies (air, ground, mobile, laser scanning, photographic aerial survey of high resolution, modern geo-radar surveying);
• quality control and engineering level control of the work carried out by subcontractors;
• examination of contractors' records (compliance of the records with the requirements of the technical assignment).
