Successful development and reform of infrastructure in railway sector requires reorganization and conversion of the aggregate of its assets. Old facilities are being restructured, and new objects actively erected. One of the challenging tasks for the sector is to be prepared to creation of high-speed railway lines which means that a whole complex of work should be done including definition of routes for such main lines, qualification of lands to be crossed by them, registration of land titles (repurchase, lease etc.) for the period of construction and subsequent operation, receipt of initial data for design and construction permits.
As any large corporation, JSC “Roszheldorproject” focuses on optimization of its asset structure. The third stage of JSC “Russian Railways” reforming will include further separation of several subsidiaries and affiliates (SA). To be operated properly, the newly established SA will have to be provided with assets. This will require huge industrial efforts, including dissolution of certain production and technical facilities (PTF).
PTF will be dissolved through the following stages: stock recording and identification of particular assets (buildings, structures and land plots etc.) to be separated from property portfolio of JSC “Russian Railways”; preparation of technical passports for buildings and structures; arrangement of lands for cadastral listing of exploited land plots, and registration of titles of JSC “Russian Railways” to the same.
To solve these issues, JSC “Russian Railways” has created the Design Center for Land and Property Portfolio of JSC “Russian Railways” (DCL) within JSC “Roszheldorproject”.
The Design Center for Land and Property Portfolio of JSC “Russian Railways” (DCL) sets the following purposes for itself: preparation and execution of documents connected with dissolution of certain production and technical facilities (PTF) of JSC “Russian Railways” and obtainment of initial permits (IP).
The DCL will perform the following works:
- Receive initial data for design and execute construction permits;
- Prepare, approve and issue recommendations as to stages of dissolution of production and technical facilities (PTF) and receipt of initial permits (IP);
- Prepare and execute land cadastre related documentation (technical passports, cadastre layouts);
- Provide legal analysis and solve “disputed” issues connected with PTF dissolution and receipt of IP;
- Perform stock-taking of lands and other assets, review and gridding of buildings and structures to land plots (or their parts);
- Take actions required for state registration of the titles of JSC “Russian Railways”to properties so separated;
- Arrange landmarking basing on the needs of JSC “Russian Railways”and provide for registration of newly formed land plots in state cadastre;
- provide control of quality and technical performance by subcontractors;
- examine reports of performers (for their compliance with technical specifications);
- prepare and acquire all cartographic materials, results of remote sensing required to support the customer ordered arrangement of land and technical stock taking;
- maintain geo-informational database of the site maps availability, cartographic base, aerial photography (laser, ortho-photo etc.), space photography, completed works of geodesic nature, land arrangement, technical stock taking and obtained initial permits, both in electronic and paper form;
- maintain the customers’ property databases using the automated systems such as United Corporate Automated System for Property Portfolio Control and Monitoring, or the Corporate Resources Management System, provide information from databases and archives to any customer specified third parties.
